Note the name and location of the ATM. The time you did the transaction and the amount you asked for.
Contact the bank who issued the card and the bank who owned the bank machine. If the machine issued a receipt, keep it, and if it is in a thermal print form, photo-copy it so that it cannot fade.
The bank that operate the ATM should automatically pick up the error when it is reconciled against its own report to the clerk who re-fills it, and the clerk will return the money to your account through a manual entry when they get back to the branch.
Send all the copy documentation (keep the originals) and file a dispute as outlined above. AMEX, VISA and Matercard, all have their own disputes reconciliation teams that specialise in these sorts of error and will work with the bank and processor for you.
Usually it should happen over-night if the ATM has identified the error; but if it gets a bit more technical could take 7 days.
Finally, keep an eye on your bank statement for the next three months to make sure that no irregular transactions occur, and again notify your bank. In the UK we have an operation called “Fraud Watch” which interlinks all the bank and card issuers for “freak transactions”; and notify your bank if such a transaction occurs. Usually the card is “captured” and a new one issued.
